However, more disasters are occurring
• Floods;

• Natural disasters;
• Retreats of glaciers;
• Forest fires;
• Harvest failure;
• ……..
What are the concerns?
Post 2012 reduction of greenhouse gases:
• Targets of reduction for developed countries?
• How developing countries participate in next
commitment period?
• Will there be target set for developing countries?
• What about USA, CND?
• What will happen to CDM?
Resources
• Many countries identify technology needs and adaptation
programmes but no resources.
• Climate Fund has several pledges but little real money.
Adaptation funding will amount to tens of Billions of
Dollars/year (World Bank, Oxfam and UNFCCC). So far only
a few hundred million Dollars is available from “voluntary”
funding sources (LDCF, SCCF, SGP/GEF, SPA/GEF and
bilateral). Adaptation needs to be a “top-level”; negotiating
issue in the post 2012 dialogues/negotiations between Annex I
and NAI.
• Adaptation Fund not operational because bogged down by
negotiations of who is entitled and how much they should get.
• Deactivation of financial mechanism of UNFCCC through
Resource Allocation Framework.
• Market mechanism of CDM is not benefiting all.
Technology Transfer
• Both mitigation and adaptation technology, know-
how, are not freely available;
• Technology need assessments conducted by many but
no funding available;
• Negotiation of future body to oversee implementation
of technology transfer under the Convention stalled;
Adaptation Programme
• Nairobl Work programme on Adaptation is just a series
of workshops and preparation of technical papers;
• Lack of action oriented programme while developing
countries continue to face adverse impact of climate
change;
• Will sub-regional programme on adaptation more
practical than global one?
Other Issues
• Consideration and usage of IPCC 4th Assessment
Report in negotiation;
• Capacity Building – little progress because
UNFCCC is not an implementing agency and works
have to be carried out by other agencies;
